The Association's supreme organ is the Annual General Assembly.
The Nine Executive Committee Members elected by the Annual General Meeting after every two years or by the Extra Annual Meeting, plans the day-to-day activities of the Association with the assistance of sub-counties Committees, which are comprised of 5 members from each Sub-county.
The co-ordination headquarter at Buvuma District – Buvuma Town Council – Walwanda Ward/Cell.
Due to inadequate funds, most of the implemented projects have been carried out voluntarily.
BICEA is eager and willing to collaborate with any individual organization with similar aspirations within or outside Uganda. Currently we are collaborating with: Young Men Christian Association (YMCA)-Kampala, Uganda National Association of Community and Occupational Health (UNACOH), Uganda Water Sanitation NGO Network (UWASNET), Uganda Community Based Health Care Association (UCBHCA) and Mukono District Departmental Technical Officers.

Any interested person in Uganda can support the Association by registering as member under any of the categories mentioned above and then can participate in the activities of the Association.
Any Individuals or Organization within or outside Uganda are welcome to give moral, technical, material or financial support to the Association.
